The Baker County Economic Development Director and the Baker City Manager have taken the lead in coordinating economic recovery efforts within Baker County. We are working in tandem with the Baker County Emergency Operations Center. As this crisis evolves, we will attempt to coordinate any aid that may be forthcoming from State, Federal and other entities.
Following is a list of programs that are changing daily. We are attempting to keep this list as current as possible to assist Businesses. If you would like assistance in participating in any of these programs, please contact the Baker County Business and Recovery Task Force at 541-523-0015. If there is no answer or you have called after normal business hours, please leave a message and your call will be returned as soon as possible.
PUBLIC ASSISTANCE FOR FINANCIAL IMPACTS CAUSED BY COVID-19:
In order to receive assistance through the FEMA Public Assistance (PA) Program, local governments will need to complete the OMB 1660-0017 Request for Public Assistance. At a later date, that will be determined by FEMA, the 3429 EM Damage – Response Inventory Form will need to be filled out. There are two options for submitting applications described below; local governments can file directly with FEMA through the Grants Portal or send the forms to Oregon Emergency Management (OEM).
Grants Portal Option:
o Local applicants can create their own accounts and submit directly in Grants Portal. Please see the attached documentation to help you in setting up your account. Go to the Grants Portal and begin the Public Assistance application process. Complete the O.M.B No. 1660-0017 Request for Public Assistance.
Oregon Emergency Management Staff Option:
o Fax or email the form O.M.B No. 1660-0017 Request for Public Assistance to Oregon Emergency Management and they will enter your information.

PUBLIC NON-PROFIT ORGANIZATIONS
Public Non-Profit Organizations or institutions that own or operate facilities that provide certain services otherwise performed by a government agency are eligible for assistance. These organizations, their facilities and services must meet additional eligibility criteria beyond that which apply to governmental type applicants.
